In _Facing the Planetary_ William E. Connolly expands his influential work on the politics of pluralization, capitalism, fragility, and secularism to address the complexities of climate change and to complicate notions of the Anthropocene. Over the past two decades, the renowned political theorist William E. Connolly has developed a powerful theory of pluralism as the basis of a territorial politics. “Inner-Life Ethics” presents the elements of Augustine’s moral theory, elements that can be found scattered in works written by the year 401. The theory is shaped by Augustine’s understanding of Jesus’s Sermon on the Mount and Augustine’s soul-body dualism. Augustine’s dualism is distinctive in claiming that because the soul is superior to the body, the body cannot affect the soul, and that the moral appraisal of an agent’s bodily behavior must take account of the state of the agent’s soul. Augustine (...) interprets the Sermon on the Mount as emphasizing the moral importance of an agent’s intentions: if one intends to do something morally impermissible, one is already morally culpable, even if the intention is never acted upon. In this article, we analyze the intractability of the low-level radioactive waste debate in California through the construction and examination of policy frames and their associated policy narratives. Relying primarily on reports, formal comments, and written correspondence, we reconstruct three policy frames and explore their interaction in the public debate through the policy stories told by the actors. We analyze how policy actors using these policy frames appropriate available information, value scientific input, and respond to uncertainty in technical and regulatory (...) information to create policy stories. These policy frames and their associated policy narratives demonstrate how policy actors differ in their drivers for action, bases for trusting claims, and response to uncertainty. These differences lead to divergent characterizations of the risk of low-level radio-active waste disposal. This analysis provides insight into the dynamics of intractable policy controversies.
